The SPCC Rule requires covered facilities to have a written plan that identifies potential spill sources, describes the containment and countermeasure systems in place to prevent discharges, and outlines the procedures your personnel will follow if a release occurs. The plan must be certified by a licensed Professional Engineer and reviewed at least once every five years or whenever facility conditions change.
Sport Environmental has prepared and maintained SPCC Plans for hundreds of oil and gas facilities across the Permian Basin and surrounding production areas. We handle every element of the SPCC process, from initial applicability determinations through plan development, PE certification, annual inspections, personnel training, and facility updates. Our goal is to make SPCC compliance something your team can manage confidently without diverting attention from production.
Plans Built From the Field Up
We do not build SPCC Plans from a template. Every plan we produce is based on a physical inspection of the facility and reflects the actual equipment, containment, and operational conditions at the site. That approach produces plans that satisfy inspectors because they accurately describe what is on the ground.
Proactive Plan Management
Keeping an SPCC Plan current is an ongoing responsibility, and it is one that most operators do not have the bandwidth to manage internally. We track every review date and amendment trigger for the facilities we manage and handle updates before they become overdue. Our clients are never caught with an expired or outdated plan.
Hundreds of Facilities Managed
Our team has developed and maintained SPCC Plans for hundreds of oil and gas facilities ranging from single well sites to large multi tank batteries and central processing facilities. That volume of experience means we have encountered every common configuration and many uncommon ones, and we know how to address the containment and prevention challenges each one presents.
Prevention Through Cleanup, One Provider
Most SPCC consultants stop at the plan. Sport Environmental also provides spill response, cleanup, and remediation services that come into play when prevention measures are not enough. You get a single provider that handles the full cycle, from writing the plan to restoring the site, without gaps or handoffs.
Terracon Engineering Resources
When a facility requires engineered containment solutions, structural modifications, or specialized design work that goes beyond standard plan development, we draw on Terracon’s engineering resources. This includes geotechnical analysis, structural design, and construction oversight for containment systems that need to meet site-specific performance requirements.
