NSPS OOOO, OOOOa, and OOOOb Compliance
Federal emissions standards under EPA’s New Source Performance Standards program represent one of the most significant ongoing compliance obligations for oil and gas operators. The regulatory framework has expanded substantially through the progression from Subpart OOOO to OOOOa and now OOOOb, with each iteration introducing broader applicability, tighter emission limits, and more rigorous monitoring and reporting requirements.

Applicability Assessments
We evaluate each facility against the construction, modification, and reconstruction dates that trigger NSPS applicability. This analysis covers well completions, pneumatic controllers, storage vessels, compressors, process units, and other affected equipment categories. Our goal is to give you a clear picture of which requirements apply to each asset so you can plan accordingly.

OOOOa and OOOOb Monitoring Plans
Both OOOOa and OOOOb require operators to develop and maintain monitoring plans that describe how fugitive emissions surveys will be conducted, what equipment is covered, and how the results will be recorded. We prepare monitoring plans that meet regulatory specifications and reflect the actual layout and operating conditions of your facilities. When rules change, we update the plans to match.

OGI Surveys and LDAR Integration
Our trained OGIC operators conduct optical gas imaging surveys that satisfy both OOOOa and OOOOb requirements. We manage survey scheduling, component tracking, leak identification, repair verification, and all associated recordkeeping. For operators with LDAR programs already in place, we integrate NSPS survey requirements into the existing program to avoid duplication of effort.

CEDRI Reporting
EPA’s Compliance and Emissions Data Reporting Interface is the mandatory platform for submitting NSPS reports. We prepare and file all required CEDRI submissions on your behalf, including annual reports, performance test results, and other compliance data. Our team stays current on changes to the reporting platform and submission formats so your filings are accepted on the first attempt.

Regulatory Change Monitoring
The rulemaking process for NSPS standards is ongoing, and proposed amendments or reinterpretations can change compliance obligations with relatively short implementation timelines. We monitor federal register notices, EPA guidance documents, and enforcement trends, and we communicate relevant developments to our clients before they affect operations. Our position is that you should never learn about a new requirement from an inspector.
